EEH 521 Global Health Question Testimony: Draft a testimony transcript advocating for or against the policy (The Health Care and Education Reconciliation Act of 2010). Answer Global Health The Health care and Education Reconciliation Act was passed in 2010 along with the Patient protection and Affordability act (US Senate, 2018). According to these acts all the Americans can have access of high quality health services that is health insurance and it must be affordable for all people in America. In this essay the positive sides of the act is discussed.  In addition a few negative effects are also highlighted in this essay. According to this act, more number of people will be under the coverage of the affordable health care policies. After implementing this act, one of the primary goals of this act is to provide a $250 rebate for the recipient who were under the “donut hole” or coverage gap in 2010 and also to fill up the gap for various generic drugs by 2020 (Dogra & Dorman, 2016). This act also had reduced Medicare advantage overpayments in a targeted way and this might meet the needs of the rural and urban people.  After beginning from the July 1, 2010, all the student got student loans from the Direct Loan Program instead of federally guaranteed student loan program. According to this act, government had planned to invest $2.55 billion for the improvements of Minority-serving Institutions and Black Colleges. This act has helped to enhance substantial investments to enhance health care access (Dogra & Dorman, 2016). However, due to this act, a huge number of people had lost their existing health plans. Moreover, merging of existing plans with new plans may be more effective. Hence, it can be said that, with a very few flaws of the act, it is a wonderful step for American health care.
